The Ohio General Assembly adopted House Bill 483 in June of 2014 which created the Guardianship Service Board to care for and treat vulnerable indigent people in Franklin County. On July 13, 2016, Executive Director Jack R. Kullman, Jr. heads this new agency—the first of its kind in Ohio. Melissa Messina is the current director of the Guardianship Service Board.
