7 CFR § 2.7
Gives the agency heads of the office of the secretary of Agriculture the authority to supervise and direct their own departments. The Chief of the US Forest Service uses this authority to issue directives which become part of the US Forest Service Manual.
36 CFR § 2.1
The removal of plants (like taking live cuttings or blooms from a branch) from their natural state on federal public property is prohibited.
